The recession has led to a rise in the number of unemployed people and focused attention on the effectiveness and efficiency of employment programmes. The Ingeus Centre for Policy and Research’s latest policy paper explores the extent of localisation in employment programmes and asks whether a shift in the balance of power away from Central Government can enhance quality and performance.
The paper highlights the importance of the relationship between Central Government, Local Authorities, regional and sub-regional structures and welfare-to-work providers in tackling worklessness, and considers how employment programmes can best meet the needs of localities.
